How much processing power, energy and ultimately CO2 is wasted on terrible programming, legacy codebases stacking dozens of abstraction layers, and inefficient use of hardware?

In my estimate, most software run only at 20-40% of their potential speed given the hardware.

It's just sad and software engineers, collectively all over the planet, really ought to be held to higher standards.
The machines we are working on are capable of *so* much more than what I experience almost every day.
